Constable James W. "Billy" Adkins was born on December 11, 1955, in New Castle, Indiana. He peacefully passed away on November 7, 2025, surrounded by his cherished family at his home.
He was preceded in death by his beloved parents, Myra Edna Adkins and James Okie and Gladys (Stockton) Adkins. He was also preceded by his sister, Carletta Godsey, and his son-in-law, David Guffey.
He is lovingly remembered by his wife, Eudean Adkins, and their three children: Tammy Guffey (Sam Miller), Michael Adkins, and Ricky Adkins (Stephanie Myers), all of Albany. He is also survived by four brothers: Allen Adkins of New Castle, Indiana, Marvin (Crystal) Adkins of Albany, Raymond (Laurie) Adkins of Venice, Florida, and Doug Adkins of Louisville, Kentucky. Additionally, he leaves behind two daughters-in-law, Jodie Adkins and Latisha Johnson, as well as 12 grandchildren and several great-grandchildren who will carry on his legacy.
He proudly served as the constable for District 1 for over 12 years, a role that showed his commitment to his community. He also had a passion for truck driving, enjoying the freedom of the open road.
He was a veteran of the United States Army.
His love for family and community will be deeply missed, and he will always be remembered for his kindness and dedication.
Burial will be in Irwin Cemetery with Military Honors.
